Depending on the operating mode of your XBee device, XCTU either shows an AT console, where the communication with the device is direct, or an API console, where API frames are used instead.
XBee Studio, however, combines both consoles into one and allows you to send raw data and API frames to your device when it is configured in API operating mode. When it is in AT mode, you can directly write data in the console log as in XCTU.
The way to create raw packets or API frames is very similar. You need first to expand the Send data panel and then add a new data packet. If the device is in API, it allows you to create an API frame or enter raw data in ASCII or hexadecimal format; if it is in AT, it only allows you to enter raw data.
